Emergency Planning Committee

Every facility in Australia should have an Emergency Planning Committee (EPC), formed by the person conducting the business or undertaking.

The EPC is responsible for establishing an emergency plan and emergency response procedures for the facility, and is required to form an Emergency Control Organisation that can respond to emergencies and enact those procedures.

FERST’s EPC training provides committee members with the relevant guidance and knowledge needed for effective and compliant emergency planning, including understanding regulatory requirements under AS 3745-2010, conducting risk assessments, developing site-specific emergency procedures, establishing and structuring an appropriate ECO, and implementing testing and review processes.

Training for the ECO can be delivered as either compliance training or nationally recognised training, tailored to your facility’s specific needs and delivered at your facility.

Emergency Control Organisation

The Emergency Control Organisation, often referred to as an ECO, is a group of trained, authorised, and established individuals who are prepared to respond to an emergency incident should it occur.

When an emergency occurs, the ECO has key responsibilities to ensure risks to people and property are appropriately managed and eliminated when possible. The size and structure of the ECO varies depending on various factors including the facility’s occupation type and density, layout, and life safety systems.

For large facilities, the ECO typically comprises the Chief Warden, Deputy Chief Warden, Communications Officer, Floor/Area Wardens, Wardens, and First Aid Officers.

In healthcare organisations, these roles may be referred to as Emergency Controllers and Emergency Officers.

FERST delivers practical, scenario-based training covering all ECO roles including emergency coordination and critical decision-making, effective emergency communications and liaison with emergency services, evacuation management and area accountability, occupant safety and evacuation assistance, and immediate medical response.

All ECO training includes essential fire safety training covering fire extinguisher use, emergency equipment operation, and fire emergency procedures.

Training is aligned with AS 3745-2010 standards, which requires ECO members to undertake training every 6 months, and is tailored to your workplace’s specific emergency procedures. Training can be delivered as either compliance training or nationally recognised training, at your facility.

Evacuation Response Exercises

Emergency response exercises are essential and valuable for all facilities and organisations, allowing your trained staff and occupants to put their knowledge into practice and receive critical feedback from our specialists.

These practical exercises ensure that when a real incident occurs, people are kept safe and disaster is avoided. Under Australian Standards and regulations, emergency response exercises are required for all occupied facilities at intervals not greater than 12 months and must be observed and recorded by a competent person.

FERST delivers and facilitates a comprehensive range of emergency response exercises tailored to your facility’s specific risks and emergency procedures, including fire evacuations (including staged evacuations for health and aged care facilities), bomb threat and suspicious object response, white powder or CBRN (Chemical, Biological, Radiological, Nuclear) response, lockdown and hostile intruder drills, and external and internal emergencies including business continuity responses.

Our experienced facilitators observe, assess, and provide detailed feedback on your organisation’s emergency response capability, identifying strengths and areas for improvement to ensure ongoing compliance and safety.

Fire Awareness and Extinguisher

Fire awareness and extinguisher training is essential for all workplace occupants to ensure a safe and effective response in the event of a fire emergency.

FERST delivers practical, hands-on training that covers fire safety fundamentals including understanding fire behaviour and the fire triangle, identifying common workplace fire hazards and prevention strategies, recognising different classes of fire and appropriate extinguishing methods, understanding when to fight a fire and when to evacuate, and practical fire extinguisher operation using various extinguisher types.

Our training includes live fire scenarios where participants gain confidence using extinguishers in a controlled environment under expert supervision. This training empowers your staff to respond appropriately to small fires, potentially preventing minor incidents from becoming major emergencies, while understanding their limitations and prioritising personal safety.

While your Emergency Control Organisation provides the trained emergency response capability, all staff and occupants play a vital role in workplace emergency preparedness and response.

FERST delivers general staff emergency awareness training to ensure every person in your facility understands their responsibilities and knows how to respond safely during an emergency.

Our training covers understanding your facility’s emergency procedures and evacuation routes, recognising emergency signals and alarm systems, knowing assembly area locations and accountability processes, understanding when and how to report emergencies, identifying common workplace hazards and emergency scenarios, and the importance of following instructions from wardens and emergency services.
